Available context may relate services, areas and needs. A proposed priority must show supporting information and gaps. Responsible people retain the decision and can add field knowledge not yet present in the systems.

Interruptions may require previously prepared manual procedures or alternative channels. The platform recognises that mode instead of issuing guidance as though everything were confirmed. Acceptance covers recovery and record reconstruction to distinguish actual events from assumptions made during the emergency.
